How can I exclude conditions in dynamic target groups?
For Example: Country !(=Germany) -> Customer from all country exclude germany

we have the same requirement so I asked SAP about the possibilities here. Unfortunately they confirmed this is not possible. Thus I have created a new Improvement Request to include this functionality in the system: https://influence.sap.com/sap/ino/#/idea/298769

thank you for your answer.
I talk about this conditions in the dynamic target group. I don´t want to create new attributes because all informations are in the customers. I want to select this conditions in this view.
For Example: In the screenshot I select country germany. How can I exclude the country germany or create a multiple selection?

if I understand your request correct, you need to define attributes and attributes sets for Campaigns.
Then it should work.
